SC State University Public Service & Agriculture, in partnership with the United States Department of Agriculture, provides an important public service to rural and underserved individuals, families, communities, and farmers needing access to the latest research-based science and sustainable practices in youth leadership development, agriculture, financial management, business development, nutrition and college and career readiness. 1890 Research and Extension is hiring for Accountant/Fiscal Analyst II.

Duties and Responsibilities

Under the supervision of the Finance Director, the employee will perform professional duties in the creation and maintenance of accounting records, the verification of financial transactions, and the preparation and management of department budgets.

  • Conduct monthly budget vs. actual analysis, utilizing reporting tools to create and provide monthly budget performance reports for all capacity funds (Research, Extension, RREA, EFNEP). Additionally, conduct semesterly (Fall, Spring, and Summer) budget review meetings with Regional Managers, Principal Investigators, and Program Directors.
  • Prepare budget distributions, budget amendments, and journal entry requests as necessary for assigned accounts. Examine vendor invoices for accuracy and ensure the fund balance of the purchase order has sufficient funds to satisfy the amount of invoices. Analyze and reconcile assigned accounts and prepare reports for review by the direct supervisor.
  •  Reconciles assigned projects for quarterly review by the Finance Director. Prepare overall project review for each regional budget, research project, or other capacity award performance. Include the spending trend performance, from inception to date, and provide a project expenditure forecast through the end of the respective semester.
  • Analyze each project cost, related to payroll and all other direct expenditures as well as encumbrances for allowability and budget conformity.

Minimum Requirements for Entry into Position:

  • A bachelor’s degree in accounting or a related field with professional job-related experience including government and community-based organizations is required.

Preferred Requirements for Entry into Position: 

  • Experience working with budgets, grants, personnel requests, procurement issues, and working closely with Principal Investigators and funding agencies. Must possess strong communication and professional skills. Master’s degree, preferred.
  •  Excellent interpersonal and communication skills, with the ability to provide exceptional customer service and work with diverse groups of people.
  • Strong initiative with the ability to multi-task and prioritize workload
