South Carolina State University is seeking applications for a Director of Title III programs. The Director of Title III reporting to the President, will execute and administer a functional plan of operation relating to University development and prepare, coordinate, and monitor Title III proposals and programs. The Director is responsible for the overall project management, planning and implementation, maintenance of records, communication/reporting, including personnel and budget management, evaluation, and compliance for the Title III grant. The Director manages and maintains office procedures for monitoring Title III program activities so that they are within government regulations. This position is also responsible for coordinating, reviewing, finalizing, and negotiating the funding level of the Title III activity proposals for submission to the federal government; conducting Title III program development and management workshops to increase the efficiency and understanding of the program; maintaining up-to-date awareness of federal regulations regarding Title III programs to ensure maximum benefits to SC State University.
Duties and Responsibilities:
- Oversee the development and implementation of all aspects of the Title III grant;
- Ensure that the program operates in compliance with all terms and conditions of the grant and all federal regulations;
- Conduct professional development for staff and faculty to create a sequence of points of service/connection for improved wraparound and continuous student support;
- Coordinate and monitor goals for activities related to the Title III grant;
- Work to secure funding for continuation of Title III grant in the future by assisting in the grant writing process;
- Assists the external evaluator and the internal monitoring team in ongoing formative and annual summative project evaluation;
- Develop monitoring and evaluation plans for project goals and objectives, ensuring continuous improvement and maintaining high accountability for project outcomes;
- Collaborate effectively with the Vice Presidents, Academic Chairs, Grants Office, Directors, and other important constituents on campus;
- Manage the Title III grant budget in strict compliance with federal guidelines, prepare annual budgets, and authorize all expenditure of funds, ensuring appropriate utilization of funds;
Minimum Requirements for Entry into Position:
Bachelor's Degree in a related field.
Preferred Requirements for Entry into Position:
- Master's degree strongly preferred, or an equivalent combination of education and experience
- Project/grant management experience
- Evidence of effective budget management
- Demonstrated organizational and planning skills, including proven expertise in follow-up and follow-through to completion within established time frames
- Excellent organizational, interpersonal, and communication skills and attention to detail
- Ability to quickly learn and assimilate new systems and information
- Proficiency with spreadsheet, database, and word processing
- Ability to problem solve and research issues as needed
- Demonstrated ability to effectively prioritize multiple competing tasks and demands
