The South Carolina State University Controller's Office is seeking to hire a dynamic Director of Payroll to join our team. The position reports directly to the Controller and is responsible for directing all aspects of payroll operations, which include overseeing payments to employees, reviewing payroll changes, and compiling payroll summaries for management review.
The Payroll Director must be able to create suitable financial strategies for the continuous improvement of payroll systems, possess excellent managerial skills, and have the ability to supervise personnel working on payroll procedures. The position will oversee the day-to-day payroll function for employees across South Carolina State University using multiple systems for payroll operations and retirement contribution submissions and reporting, while also ensuring compliance with wage and hourly regulatory reporting requirements. The successful candidate will attend to payroll-related questions from employees and ensure the best financial practices are adhered to by payroll operations team members. The candidate will also oversee the university's labor redistribution process, be responsible for all federal and state reporting, audit payroll transactions for completeness and accuracy, maintain payroll systems, and complete other payroll duties as assigned.
Excellent knowledge of payroll fundamentals and extensive payroll experience is needed to complete transactions as simple as processing tax forms and data entry into payroll systems to more complex activities, such as unemployment claim validations/calculations and determining the taxability and employability of the university's non-resident alien population. Extensive knowledge of payroll and human resources concepts and systems is needed (e.g., employment eligibility verifications, employee benefit set-up, leave payouts, etc.).
